Energy Infrastructure Investments in East Africa and the Relevance of the Energy Charter Treaty

Abstract: The rapid development of regional energy infrastructure is necessary to achieve economic development and growth in East Africa. This paper examines the role of the International Energy Charter and the Energy Charter Treaty (ECT) process in facilitating investments in energy infrastructure in East Africa. The paper highlights major renewable and conventional energy projects in Kenya,Uganda and Tanzania that have regional implications. In particular,it looks at the key challenges,which are common in the region and how the inter-state cooperation could maximise the developmental impact of the energy sector. This paper explores ways to accelerate the energy infrastructure development in East Africa through increasing private sector involvement,improving legal and regulatory systems,good governance,and strengthening local capacity to absorb technical assistance from international institutions such as the International Energy Charter.
