Abstract: This document presents a proposed methodology for public expenditure review and analysis for climate change adaptation and mitigation in the agriculture sector (PERCC) and its application to a case study of Kenya. The document starts by explaining the basic methodological concepts,classification and labelling of public expenditures that allow for calculating spending in agriculture related to climate change adaptation and mitigation. Next,the document applies the methodology to public expenditures in Kenya to analyse how agricultural spending policies help,or hinder,Kenya’s climate change adaptation and mitigation. PERCC is a tool that helps in understanding the proportion of public expenditure in support of agriculture sector development that have negative or positive effects on climate change adaptation and mitigation. PERCC aims at analysing the level and the composition of public expenditures that influence the adaptive capacity of the sector to climate change,and actions that increase or decrease Greenhouse Gas (GHG) emissions in agriculture. It looks at all measures addressing climate change adaptation and mitigation in the sector,regardless of the source of financing,instrument used or perceived economic impacts.
