Abstract: This strategy aims at increasing agricultural productivity of select high value enterprises through promoting a value chain development approach which will provide opportunity for employability or entrepreneurship among the youth. The objectives of the strategy are; to increase employability of 7500 youth at least 40% being women in the agri-food sector through skills enhancement programmes; to improve the entrepreneurship capacity of the youth to identify, start grow and establish agri enterprises; to provide supportive framework conditions to improve the agri food sector business environment and to strengthen agri based youth organizations at both County and local level to improve their political and economic potential. The strategy requires an investment of 4.2 billion with a cost benefit ratio of 1:3. Resources for the strategy will be mobilized through partnership of County Government of Siaya and relevant partners both in the public, non-governmental and private players, and will be implemented through an agribusiness coordinating unit within the department of Agriculture. When fully implemented the strategy will be expected to have economic returns in Siaya County which will increase the county`s per capita income.
