Abstract: This report sheds light on the progress in public investment in climate change by county governments in Kenya to inform climate change and climate finance policies. A related analysis was done by the government of Kenya with a focus on climate expenditure in Bungoma, Laikipia and Isiolo counties for the period 2013/14 and 2014/15 fiscal years. Our work adds value by considering three other counties for theperiod 2016/17 to 2018/19. The counties considered in this report are Kisumu, Baringo, West Pokot and Laikipia while the analytical approach follows the OECD-DAC policy marker methodology. The analytical approach is also informed by the climate public expenditure and institutional review (CPEIR) methodology. The selection of the four counties is informed by data availability and vulnerability to climate change.
