Abstract: This report analyses institutional arrangements for the measurement, reporting and verification (MRV) of climate change actions in the energy sector in Kenya. It sets out possible institutional arrangements and stepwise approach to implementation of an MRV system for the energy sector that enable Kenya to meet the transparency requirements of the Paris Agreement and the relevant provisions of the Climate Change Act. In Kenya, MRV facilitates reporting and sharing of information,both domestically and internationally; allows the National Climate Change Council to assess if National Climate Change Action Plan (NCCAP) priority actions are implemented and achieving expected results; enables Kenya and the international community to assess progress on and achievement of it Nationally Determined Contribution (NDC); and enhances national capacities to generate, plan, implement and coordinate individual mitigation actions.
